Peking, March 14, 1909. PLEASE see your telegram No. 31 of the 16th February relative to the Harbin Railway Settlement question.
General Horvath, General Manager of the Chinese Eastern Railway, is arriving to-morrow in Peking, for the purpose of negotiating for a settlement of this question.
With your approval I propose to make use of any available opportunity to recommend to the General, in concert with the American Minister, the creation of an international municipality, properly constituted under Treaty, as the best means of solving the problem in the most satisfactory manner.

Please see my telegram No. 208 of the 30th December, 1908, By the departure to-day of 600 officers and men, the German forces in North China
have been reduced to 30 men in Tien-tsin and 120 in Peking.
